End-to-end design and governance of mass notification and early warning systems (sirens, SMS/voice, public address, desktop alerts, apps, CAP-based feeds). Learn how to select, integrate, operate, and test systems to reach populations quickly and reliably.

Training Objective

  • Assess risk and coverage needs; choose appropriate channels (redundancy, multilingual).
  • Develop governance, activation criteria, and message templates.
  • Integrate with EOC/dispatch and field sensors (where applicable).
  • Plan tests, drills, maintenance, and performance metrics.
  • Produce a Mass Notification Policy & Technical Selection Matrix.

Daily Agenda

Day 1: Risk Assessment & Channel Strategy

    • Hazard, vulnerability, and audience analysis
    • Channel mix (sirens, SMS, apps, PA, radio interrupt, desktop)

Day 2: Governance & Activation Protocols

    • Roles/authorities, legal and compliance aspects
    • Trigger criteria, escalation ladders, audit trails
    • Exercise: approval workflow under time pressure

 

Day 3: Technical Architecture & Integration

    • CAP feeds, system interfaces, redundancy/failover
    • Interoperability with EOC/COP and field sensors

Day 4: Message Templates & Multilingual Delivery

    • Crafting concise, actionable alerts (plain language)
    • Accessibility, multilingual policies, special populations

 

Day 5: Testing, Drills & Performance Metrics

    • Drill design, live tests, measurement (reach, latency, opt-in)
    • Maintenance schedules and continuous improvement
    • Deliverable: Mass Notification Governance Policy, message templates, test plan
Accreditation
